Balearic Islands Decree
On March 14th 2014 the Balearic Government published the first decree of recreational diving in Spain which accepted ISO certifications (PADI
has this recognition) as valid means for people to be able to work in dive centres in the autonomous region of the Balearic Islands. This decree also
incorporated some other changes, for example, a Medical Statement instead of a Medical Certificate for DSD courses and also the official recognition of the
classification, Recreational Diving.
On September 15th 2014, the Spanish Federation of Underwater Activities (FEDAS) filed an administrative litigation proceeding against the
Balearic government in order to revoke this Decree. PADI, through ABRE, positioned itself as co-defendant next to the Balearic Islands Government to defend
this decree, which had taken more than a year and a half of negotiations in court.
Finally, on July 14th 2015, the court told us that WE HAVE WON this Administrative Litigation proceeding and now the decree of
diving in the Balearic Islands is stronger than ever and we are ready to help other autonomous regions. Click here to read the decree.
Decree Valencia
At the same time, we would like to inform all members in the Autonomous region of Valencia that PADI, through ABRE, has initiated a procedure to protect
the interests of our members and dive centers, and for this reason, on June 15th 2015 we filed an administrative litigation proceeding in the
Valencia High Court of Justice with the intention to completely put a stop to decree 44/2015 of 10th April, which states that the only way to
work in a dive center is by having a Sports Technician (TDBEA) degree. Click here
to read the official statement.
I’d like to acknowledge Jose Luis Casals Massuet, Political Advisor, Spain, for all of his efforts involved in this achievement.
Here at PADI we will continue working to support PADI Dive centers and members. If you have any questions, please do not hesitate to contact joseluis.casals@padi.com or training.emea@padi.com
